You can create an ISO image from your laptop without downloading anything online. Use a tool like Rufus or Windows Media Creation Tool to copy the ISO file directly from your hard drive. This way, you’ll install Windows 10 without needing to download it again.

They may have the chance to create a Windows 10 DVD, after which they could generate an ISO from it. I’m not very confident about their intentions.
