I own GTA 4 and completed it last week since the region was locked on Steam. With Hotspot Shield active, I checked if the complete package was available for sale and managed to purchase it. Now I’m wondering if I can use my saved files on the legitimate version and what steps are needed.

Yes, you're correct. If the default save location matches the installation folder, it will function immediately. Otherwise, simply transfer the enhanced files from their original save spot to the proper installation directory.
