I was close to reaching full capacity (around 2 GB empty) and moved Apex's OBB files so I could install it manually. During the transfer from an SD card phone, it began looping and now I can't boot into Android because it instantly returns to the Samsung home screen. I think I need to reach my storage and remove that OBB file without modifying it if possible. Since the phone didn’t have a lock, that should simplify things.

The only choice I have is to revert to factory defaults, which will also erase your data.
