After experimenting with various solutions found online and nothing resolving the issue, I decided to give up. Now I'm attempting to resolve micro stutters.

Have you performed a stress test and benchmark? Check stability under full load and compare your results to others online to determine if you're within range and refine your settings? Stop adjusting the bios except when necessary or you're certain of the changes. CPU, adjust the -10 CO setting. Once stable, reduce it gradually in small steps. Many, including myself, can reach nearly the maximum of -25 with a quality board. DCOP and EXPO are not effective. Based on my experience, they don't function like XMP does with Intel. Enable the Asus memory tool, observe the timing values it provides, and adjust accordingly.

Do you have a link to the RAM kit?
Windows 11 is version 23h2, not 24h2
This could be the root cause partially.
The next step would be to clean the OS and install it in offline mode; see: https://www.youtube.com/shorts/_GuFH9KdHC0
Then install all necessary drivers using the latest versions via an elevated command, such as right-clicking the installer and selecting Run as Administrator.
Make sure to update your BIOS to the most recent non-beta release.
Please mention the motherboard’s BIOS version for context.
You didn’t specify the PSU make and model.

Latest bios info: Version 1003, Beta not installed yet (1103).
Power supply: EVGA Gold rated 1200w

Have you experimented with adjusting your Precision Boost in the BIOS or applying PBO2 as a task in Windows? My 5800X3D had similar results, and I adjusted the settings to maintain all cores boosted for longer, though it increased the temperature slightly. I recommend checking YT guides.

The sole action performed has been to lower the output during lows and mid-range levels, with a shape curve dropping to -10 or -15 and highs reaching +10. At +200, the value remains at 1 equal to the mclk.

For an AMD system, you aim to install 24H2. I've experienced no problems with my AMD laptop or Threadripper workstation at work. My 12700k gaming rig and 13700 work PC also support it without issues.
