Steam OS is essentially a Debian-based system with a custom interface option. You can likely run any Linux-compatible software. Be aware it won’t support non-Linux games or Steam titles, and non-Steam apps may need the desktop version instead. If you don’t want Steam games on Linux, consider other distros that are more robust and well-supported.

Sure, likely though—most major distributions should handle it well, and Ubuntu seems to be the easiest to use.
