She told me I could get Skyrim my first game. I have a few questions: Should I buy regular or legendary items with $50? How do I install mods not from the workshop? And what are some good first-time mod suggestions?

Legendary costs more than the standard version. Use Mod Organizer for tracking.

Certain mods need legendary content, which could be useful based on the mods you wish to try. Explore Gopher's channel for playlists on installing mods; some steps might be challenging, but watching the videos is worthwhile. https://www.youtube.com/user/GophersVids/playlists

You'll likely need SKSE for the initial setup and SkyUI on Nexus to get started. Besides these, I suggest using Dual Hand Combo Keys. This mod lets you change magic or weapons with just a click. I also recommend some unofficial patches—they're among the most popular on Nexus and fix several issues. There are four of them that help with glitches.

The unofficial updates are really important to me. The choice mainly comes down to personal preference and system capabilities, but I suggest starting with a standard version so you can enjoy the game as it is. Edit- Immersive Armors and Immersive Weapons introduce many new elements, which can enhance the variety of NPCs in the game, even if you rarely use them.
