I'm looking for info on FPS in Fortnite with Performance Mode active, using a 7700x and 7800xt settings. Anyone have any ideas?

The quality is set to 1080p with the 7800 XT, offering consistent or marginally better results on the 7700x.

Watch the clip mentioned. Frame rate is approximately 400 frames per second, with occasional reductions in the low 200s.

It matters very little how many frames your device can display, as that depends mainly on your monitor or TV and its refresh rate. You'll never surpass the actual limit set by your screen. For instance, with a 60Hz display you won't exceed 60fps, even if your computer supports 200fps. A 120Hz screen caps it at 120fps. So, check your screen's resolution and refresh rate.

I wouldnt say that, there is still an improvement in input latency even if there is a floor to its improvements. You have the rule of cumulative marginal gains here. Going from a total system input latency average of 100ms to 70ms is still a whole 30ms difference that may matter in deciding 5% of their firefights in game.

Sure thing. This idea isn't confirmed yet, but it seems likely because latency measurements can be misleading in software monitoring. Your screen won’t actually show a faster response, so there’s no noticeable improvement for the user. I know how placebos function—they work if you believe in them, but they don’t if you don’t. I stated placebo is well-established. Your lengthy explanation isn't. Quick response times don't matter if your screen can't follow, it doesn't instantly fix "network delays."
