Interested in understanding PCIe lane distribution and whether PCIe 4.0 is suitable for your setup. You currently use a Samsung NVMe 960 Pro, GTX 980 with RTX 3070, and an Asus Essence STX soundcard paired with a Sennheiser 58x. I'm checking AMD and Intel lane availability for both platforms. Any advice would be really helpful!

Currently, no PCIe 4.0 bandwidth is accessible by any GPU, and even the upcoming Ampere chips probably won’t reach it—likely you’ll need a new platform later that supports PCIe 4.0, but your existing hardware won’t benefit from it.

You're looking to determine the required PCI lanes based on your system specs. With a 4970k processor, you're currently using an add-on PCI card to access four lanes from an 16x lane slot, which is causing saturation. Your sound card uses a single lane.
