Yes, I have the mantle feature activated. Vsync is currently off. Your settings are set to a high level.

Which configuration are you running? It could be a CPU limiting your GPU performance. Are you using Mantle?

My preferences are set to high, yet my FPS remains unchanged when I reduce them, which is confusing.

Playing Battlefield 4 at high or ultra max settings gives me 28-90 frames per second, though it changes a lot.
