I'm not sure, but the voltage you mentioned appears to be quite high for Ryzen processors. Do you know the safe maximum voltage for your CPU model?

Near 1.5V is quite high. Have you tested the 4.4 GHz under any stress or stability checks? Booting to Windows just means nothing, especially if it becomes unstable when you increase the CPU load. I wouldn’t exceed around 1.45V for extended use. If you’re hitting 1.55V+ and it still won’t start at 4.5 GHz, you’re likely stuck at 4.4 GHz or lower. What motherboard are you running?

I ran several tests and everything worked well. I also experimented with it without issues. However, I know the voltage is quite high. My machine is an ASUS TUF X570 Gaming Plus.

in short, consider testing the chip before attempting overclocking. Restart and run it stock with XMP until you understand its limits. Those voltages suggest you're trying to stress the chip too much.

This will damage your CPU regardless of static or offset. The safest voltage is up to 1.325 (or slightly higher) for any Zen CPU.
