Recheck the data. The report shows full load at 1.175v with a CPU core SVI2 TFN, which aligns with the CPU-z shown in the latest screenshot.

I didn't think you made any mistakes... lol. The CPU-Z method differs from HWINfo64, for instance. If the CPU v-cores don't align with CPU-Z, it might point to software or programming problems. The screenshot above was captured during the middle of the benchmark. 4.4ghz plus under 1.2v performs exceptionally well with ambient cooling. I haven't encountered such results before when running a TEC and CPU at -30°C during load mid-benchmark. Still unsure about this one. I'd consider starting with a clean OS first and then proceed.
