Most 8GB and 16GB cards are now single rank. This requires two slots per channel so the CPU memory controller can support dual rank memory. 32GB units are typically dual rank (two ranks on one module), meaning you need just two to get both dual channel and dual rank. Filling all four slots on the motherboard puts extra strain on the controller, which might let some cards run faster with fewer sticks than running four. Official specs for certain Ryzen 7000 CPUs show, for example, 2 modules at DDR5 5600 but only 4 modules at 3600.
