Are you seeing performance under load or when idle? The current CPU model is Ryzen. You might want to refresh the BIOS and see. In my view, hwinfo64 is a reliable choice for monitoring Ryzen voltages.

Ryzen Master displays an adjusted speed that suits core sleep modes. The Zen CPU doesn't actually reach 50MHz, which is why it shows an "effective frequency." Be aware that voltage shifts occur more quickly than display refresh rates, so some readings only capture peak values representing a turbo condition.

Currently, my system runs at 3800x idle with nothing running or open. The HWmonitor displays 3.8GHz and 1.0V idle, which can jump to 4.4GHz and 1.49V but never falls below 3.8GHz. Ryzen Master shows frequent fluctuations, averaging between 50-500MHz and 0.3-0.6V. The lowest I've recorded is 40MHz and 0.2V. BIOS is up to date; no startup programs are running. AMD balanced power plan is active.
