Key factors influencing this behavior are: workload intensity (games, editing, testing) and CPU/PC case temperatures. High temperatures can prevent full core activation. From your screenshot, the CPU temperature is around 50°C, which seems elevated given that most cores aren't hitting 3GHz. What about your cooling setup?

Around 45-50°C is typical for idle temperatures with the standard cooler. That’s what other users report. Probably nothing to be concerned about.
