still nothing happening. no output at all. the only change I see is the CPU fan adjusting its speed a bit before slowing back down.

Which display connector are you attempting to connect? I've consistently experienced good results using DVI when the display driver isn't installed. An analog connection seems to produce the desired effect.

You won't get any video from your motherboard's outputs, Ryzen doesn't have an iGPU. Any possibility you can test the GTX 1070 in another build? Got another simply GPU laying around?
