Normal behavior, 7nm CPUs usually run warmer than others. The stock cooler maintains consistent performance, similar to a standard cooler.

The processor temperature usually rises slightly, even when idle... particularly with busy background processes. Even in water, temperatures fluctuate unless you switch to power saver mode, which isn't necessary because it reduces responsiveness. The real heat output (in watts) is modest—it mainly causes brief spikes to help the clock run faster and provide a quick power boost for small tasks. This behavior is intentional in design, as thermal transfer takes time. I should note that I usually update the latest BIOS and chipset drivers, since boost performance has improved since release.
