A ram bottleneck ? That doesn't work that way Less ram is a Bottleneck to the whole system Your 3700x will be able to run them but not at the highest speeds 3200 at most because of the imc and FCLK limitations

Ram doesn’t slow down the CPU. You need tasks that require a lot of memory, like running large applications or editing high-resolution files.

Varies with your workload; most of the time you won’t need more than 16, but for tasks demanding a lot of RAM, it might not work.

16gb should suffice for that, and saving some cash lets you upgrade to a 3900x.

The idea behind the question doesn't quite fit. Having too much RAM usually isn't an issue. As long as you have 64GB, it should work fine.
