Disregarding the problem with RAM boosting CPU temperature, I'm puzzled about the changes made to frequency and voltage. Is this just an automatic voltage reading from HWMonitor? You'll need more voltage for higher frequencies. However, I wouldn't raise your voltage until temperatures stabilize. At 1.2 core voltage, reaching 60°C isn't advisable. CPU Core Voltage is closely linked to package temperature. If 1.25V equals 61°C, then 1.18V can't reach 71°C. It's like the Pea Method or a cooked grain of rice.

I reset my BIOS settings and the CPU voltage was set to auto. I only realized this once in Windows. In hwmonitor it showed 1.25, and after testing the OC I thought lowering the voltage wouldn’t hurt since I remembered it works well at lower levels. My mistake—I’ll try again at home with a fixed manual setting for better comparison. If the temperatures remain so different, I really hope I didn’t make an error. Yes, that’s roughly how much I added. I reviewed tutorials before the last time to double-check and was extra cautious during the cooler installation. Thanks for your assistance.

Alright, I reran the tests again. This time I adjusted the voltage to 1.18 for every run and kept the CPU fan at full speed. RAM stayed unchanged and operated at 2133MHz. At 3.2GHz with 1.18v (HWMonitor max was 1.175, min 1.119v) the temperature rose to 68°C after 10 minutes of the AIDA system stability test and remained there. At 3.7GHz it reached 72°C during the same period. These outcomes seem more reasonable, even if they’re not ideal. I’ve repeated this several times to confirm there are no unusual spikes like before, where results stayed within ±1°C.

I've encountered a comparable issue. My Ryzen 7 1700 runs on an ASUS Crosshair Hero 6 with a powerful cooler. I have an air-cooled tower case that provides strong airflow. Despite setting up a server case with many fans and good ventilation, my idle temperatures still reach around 92°C—way too high. The BIOS reports a stable 100°C. This is unusual; I’ve been saving to upgrade to an open-loop water cooler, but haven’t yet. Now, if I start a game, the CPU safety feature triggers an immediate shutdown. I’m confused about the cause and wondering if a new board or CPU would help. Also, I haven’t overclocked at all.
