4GHz is a challenge for a 1700, yet achievable with some luck.
Regarding a board, it hinges on the budget you have available.
In general, I would avoid B350/B450 since more effort is needed to fine-tune the VRM setup.
Most X370/X470 models should suffice.
This was an initial chart for the 400 series boards, but it turned out to be quite reliable. It offers a useful reference:
