I tried the Cinebench R20 and got low scores compared to review videos. I'm between 4000-4100. Switching PBO instead of auto gives a 4500 but my temps spike to 80°C while auto stays at 53°C. Feels like I'm stuck—anyone else have this issue? Fresh Windows install with updated BIOS and chipset drivers?

That seems normal. I mean I'm not too familiar with the new chips, but usually you only hit the advertised frequency on a single core. Check the advanced power settings in Windows. There's an option that sets the minimum and maximum power spec of the CPU. Sometimes both are set to 100%, which means the CPU can't downclock certain cores to clock other cores to their max frequencies.
Guru 3d at 4390 MB? Storage configuration? SSD speed? Thermal management? You're close, but not ideal. Online reviews use setups designed for peak performance. My 3600XT usually lands near 3700, but tuning it up can push it to about 4100... overall, it really depends on the rest of your system.

I know the 3600XT model, so I can only share my experience with AMD systems in general. Your score is solid when OC is enabled. The 80C works fine, but the AIO should push performance higher. All six cores are locked at 4525 using CTR 1.1, and you’re getting around 65-70°C during cin20. Check your fan settings or consider re-seating the TIM if problems persist.
