The 4500 lacks Gen 4 features, which could cause major delays for the 6500 xt. A stronger combination would be a 5500 and a 6600.

The 5500 is also from generation 3, and models 5600 and above are from generation 4.

No, the 6600 lineup has eight channels. That's still significantly more than the four channels on the 6500.

The RX6500XT has some issues, and the 4500 is indeed an improvement. It's only two years newer, but performance-wise it's not as strong.
