the safe maximum voltage for all cores OC is around 4.65 volts. your current overclock is stable at 4.50 with 1.275v, and it works well on aida64 and prime95.

Based on cooler specs 1.35 to 1.4 should likely be the limit, unless it's a full liquid cooling system and things get extreme

Your OC rating at 4.5 works well. The motherboard suffers more from high voltage since the VRM isn’t strong enough.

I’m not familiar with overclocking much, but based on the JayzTwoCents video, keeping voltage at 1.5V seems safe.

In my view, maintain below 1.35V. My setup stays steady at 1.35V under cinebench load with stock configurations at 4GHz all cores. At 4.4GHz all cores I’m stable at 1.35V. Reaching 4.5GHz isn’t possible. You have a solid chip. These are BIOS voltage thresholds, too. I’m not stable at 4.4 at 1.35V unless I raise the voltage (not ideal) or lower it to 4.3 at 1.3V for Prime95 stability. Overall, lower voltage is preferable. I’d prefer 4.5GHz all cores at 1.275V.
