I understand the GTX 980 Ti is a stronger card, but for your Ryzen 5 it might be better to pick the RX 590. The calculators you checked suggest the RX 590 offers better CPU utilization, even though it's newer and less expensive. Consider your budget and performance needs before deciding.

980ti is around 1/4 better then the rx 590 so go with the 980ti or save up for something better.

Are you referring to 1660 or 1660S choices? Their pricing (980ti, 590, 1660(Super), 1070) falls around 10-15% rather than 25%, and the difference becomes even smaller in DX12 or Vulkan titles. It's not accurate to say otherwise. Also, performance will depend on your GPU, and these calculators aren't reliable without knowing resolution, game, settings, and other variables.
