Hi, your setup with a Ryzen 1600, stock cooler, and 16GB DDR4-2400 from G.skill is suitable for safe overclocking to 3.7 GHz on the Spire. Overclocking RAM isn't recommended unless you're certain of stability.

3.7 GHz should still be safe on OEM cooler but it's up to you to try and see. Whatever keeps it under 70c is good enough. Same goes for OCing RAM, you have to try and see. Much of it also depends on motherboard and BIOS. No blanket answer to any of those questions.
