No, you won't be assured a 4GHz overclock. Different chips and many Ryzen processors reach their limits around 3.8 or 3.9GHz. For the Ryzen 7 1700, 93% hit 3.8GHz at 1.376V, 70% reach 3.9GHz at 1.408V, and 20% can go up to 4.0GHz at 1.440V. The Ryzen 7 1700X reaches 100% of 3.8GHz at 1.360V, 77% at 3.9GHz and 33% at 4.0GHz. Your model isn't a 1700, but the 1600 and 1600x are quite similar.
