Anything before July/end of Q2 is still "early 2020" it's not much of a stretch, Ryzen 4000 is just an optimized Ryzen 3000 pretty much.Unless they mean, they're only launching the Ryzen 4000 APUs. They have to start working on a new socket and all of that soon after for AM4+/AM5.
They might be misunderstanding her words. The announcement mentioned launching next-gen mobile devices with 7nm chips in January. The existing 3X00 Mobile chips are still built on 12nm Zen+ technology.
