Powered on my PC and it performed significantly slower than usual. The clock speed was around 0.53GHz, then increased to about 1.9GHz. I had to restart it before things normalized. Now it's running at its lowest speed, and I haven't rebooted yet after experiencing the issue. The CPU is a Ryzen 3600X, the cooler is Cooler Master Hyper 212 RGB Black Edition MOBO, the graphics card is Zotac RTX 3070 Twin Edge OC, RAM is 2x Corsair Vengeance RGB Pro 8GB DDR4 at 3200MHz, and the boot drive is Samsung 980 Pro 250GB.

Under light loads your CPU will drop its clock speed. It's a power saving mechanism. If you load up an intensive task does the clock speed increase to its normal base/boost clock speeds? Try running something like cinebench to put a load on the CPU.

For best results, avoid setting Ryzen Master to Green mode. Consider adjusting it and observe the impact.

Top left area. Move down the left edge until you find Green Mode displayed in a green window. Green typically indicates lower CPU speed to conserve energy.
