Because I can provide a specific case. My Ryzen processor runs at 55°C. In reality, many Ryzen models behave this way. I don’t know what videos you’re watching, haha.
I don't see any issue. Look at it this way, your system is drawing 15 W of package power in the screenshot, which is pretty normal. Zen 2 is very thermally dense, and is hard to get under 50°C for any normal conditions. If your synthetic load temps are fine, don't worry about it. Even my Ryzen 3 1200 likes to run at its rated frequency, and hardly downclocks. So, what exactly is the problem?

Waiting periods are irrelevant. Actual temperatures are important.
The first core remains fixed at 3800Mhz because it is designed to operate at that frequency, ensuring stability. In the video demonstrating otherwise, it might be due to a different setup or calibration that doesn't match the standard configuration.
