I own a Ryzen 3600x with the first core consistently at 3800Mhz and all others active. I use a custom cooling setup for both GPU and CPU, the Lian Li 011 Dynamic case. It isn't a ventilation issue. I've noticed on YouTube and in idle videos that not all cores run at full capacity, even when disabling Core Performance Boost. My idle temps sit around 51°C, ambient is 26°C, GPU runs at 34°C. Voltage is 1.125. My build includes an ASUS ROG Crosshair VI Hero, MSI GeForce RTX 2080 GAMING X TRIO, AMD Ryzen 5 3600X, and the custom cooling components.
It's not unusually high for Ryzen. In any case, idle temperatures aren't important. Load temperatures are what matter.
Zen cores operate and exit sleep significantly quicker than any tool can manage. At that time, you're using 38% of the capacity, which is quite high for idle usage.
