I used asrock b450m steel legend and didn’t see the ram team delta rgb 2 x 8 patch TF3D416G2400HC15BDC01 compatible with my new Ryzen 3600 at full speed. Running at 2400 MHz should lower temps, especially with a stock cooler, and I’m expecting stable performance for gaming or benchmarks.

It doesn't matter as it will work with SPD timings. In your scenario, 2400 CL 15 applies. CPU temperatures rise only when exceeding around 3200 on the 3000 series Ryzen chips, as far as I know. With a stock cooler, expect about 80°C during a rigorous test like Prime95. You'll see 5-10°C lower in typical full load conditions.
