Hello, your RX 6700 XT is working well so far, but you're experiencing some unusual noises and fan behavior during boot. This could be related to thermal management or a hardware issue. Have you checked the fans after installation and seen any signs of damage? Also, are there any recent updates or drivers that might affect performance? You might want to look for community discussions or forums where others share similar experiences.

It wasn't complaining because of low frame rate; now it's complaining when performance improves and CPU usage is higher. The only solutions are swapping out the GPU to avoid excessive noise, or getting a case with better sound insulation.

Refers to an irritating noise during gameplay—could be excessive fan noise, clicking parts, or a high-pitched whine.

It might be the power supply unit affecting the coil whine.

I have identical system, just swapped CPU and motherboard but I'll test a different PSU. Thanks!

What games are you playing? I’m sure titles like The Sims 3 can hit around 500 FPS without any restrictions, which pushes even my GTX980 to its limits—normally it doesn’t make that much noise. Adding a frame cap could help, since your CPU is letting the GPU work harder and that extra strain causes some whine. EVGA Precision offers this feature, and some games let you adjust it through the settings menu (like in RDR2). You might also be picking up coil whine from other parts, as @191x7 mentioned. What power supply are you using? It could be too weak to handle the load.

It's possible, though I'm not sure. It could shift from complete silence to producing such bothersome noises. I used to have an i5 7600k.

You're still within your PSU's capacity. The different units may not be at their maximum, but they could be stressed enough to produce noticeable coil whine. It's a more affordable option. Please let us know whether the whining stopped or continued.
