I recently increased my brand new Ryzen 3 1200 to 3.6gHz at 1.25V. HWMonitor displays high readings in the idle range and high 70s during stress tests. This was done with all fans at maximum speed. I had hoped for a stable clock around 3.7 or 3.8gHz with the stock cooler. My RAM is set to 2800mhz from 2400, which might be contributing. I'm using the AMD Wraith cooler and an MSI B350M gaming pro.

What are the temperatures in Ryzen Master? I recall the monitor might have been misconfigured, but it's still worth checking Ryzen Master.

I'll contact Ryzen Master now. The room temperature is 17°C downstairs and around 22°C upstairs.
