i5-10400 outperforms i5-9400, which is similar to i3-10100 plus some adjustments. The i3-10100 runs at 4.1ghz all-core with 4 real cores and 9MB cache. The AMD i5-9400 offers around 3.9ghz with 6 cores, but only about 25% performance gain if software is optimized—roughly equivalent to five real cores. At typical stock prices, budget options rarely include the i5-9400 unless you're looking for a Ryzen 3 3100 or 3300x at a lower price than the 10100.

If prices match, the 9400F is likely to perform better overall, but if you plan to use integrated graphics for certain tasks (they can help with editing), then the i3-10100 might be a solid choice. For gaming, especially on low-end GPUs, both are similar, though the 9400F may edge out in newer titles thanks to its core count and cache. I’d guess the 9400F will deliver higher FPS in modern games.

It offers a higher frequency by 200 MHz along with minor security and thermal enhancements from the 9th generation. However, it includes two fewer physical cores and uses Hyperthreading instead. Certain programs benefit from these features while others may not.
