Could you check if your chip can reach 4.0 across all cores without needing a big jump in voltage?
It seems possible, though temps might not be ideal.
The best approach is to test it and keep an eye on stability.

Maybe each CPU varies a bit, but the chances look promising since four out of five 1300X models tested on YouTube reached 4 GHz, and many reviewers mentioned no core voltage adjustment was necessary. Great!
