You noticed performance dropping significantly after setting the CPU to 3.8Ghz, with high usage at 94% and lower scores compared to the non-OC version. It seems unrelated to temperature problems.

It might relate to Windows power management configurations. Did you update the AMD CPU drivers for Windows? It's unlikely, but worth checking.
