This CPU is nine generations old, exceeding ten years. You ran the RX 580 to its limits because it's significantly weaker than the 6600XT. The 6600XT throttles due to insufficient power delivery. An 8-lane configuration refers to the physical ports—each full slot holds 16, but only 8 lanes connect. The remaining slots aren't utilized. Lowering the generation reduces available connections (hardware or contact points), yet the total remains unchanged because it matches the existing count. This isn't related to how quickly data travels between generations. While 8th-gen 4 lanes and 16th-gen 3 lanes share similar bandwidth, a card with 8 lanes can't suddenly gain more capacity. You should have considered this before swapping the GPU.

I knew the GPU would be much stronger than my CPU could manage. I wasn’t expecting lower performance at the same settings, which seemed illogical. Still, thanks a lot for your assistance. It really surprised me how much more capable it was than I thought.

Consider disabling ULPS ultra low power mode and MultiPlane Overlay. Install the newest Intel chipset driver. Employ a CPU scheduling tool such as CPUBalance. Turn off Spectre and Meltdown mitigations via InSpectre to restore some CPU speed. Share your results.

Increase the memory speed and reduce the clock speed since 1600MT/s is currently insufficient.

They’re avoiding both high speeds—1600MT/s at CL9 and 1866MT/s at CL10. It seems there’s a misunderstanding or something missing, since they’re not sure how to adjust without risking damage.

Use the 1866MT/s pair, enable XMP, verify dual channel functionality, then launch your game to check for improvements.

They observed a 25-30% boost in frame rate in certain titles. I haven’t tried every game yet, so I can’t confirm completely, but the results seem promising.

Attempted before, my motherboard seems selective and only accepts all four slots for booting. Tested various RAM setups but nothing works. The BIOS loading is extremely slow—about 20 to 25 seconds from pressing the button until the beep and screen appear. Windows also struggles to start quickly, even with an M.2 SSD.

You should reset the CMOS when switching to a dual stick, though I'm not sure.

I've tested countless options, tried the CMOS reset and without it, but nothing helped. It occasionally won't start at all. I'm going to accept it as-is.
