You're facing issues with your RX 6500 XT setup on a Dell OptiPlex 3040 SFF. The system won't boot into Windows and gets stuck on the Dell logo. After trying to enable legacy BIOS and disabling Secure Boot, it now works. This suggests a possible conflict between the BIOS settings and the hardware configuration. Consider checking the BIOS version, ensuring the GPU is properly recognized, and verifying that the RX 6500 XT is correctly installed and powered on.

The search results indicate the 3040 has a 240 watt power supply, which may explain your power shortage. The 6500 XT also needs a 1x6 pin connector, something I haven’t seen with the 3040—my experience with older IT equipment shows these aren’t standard. It seems using a card that only needs 75 watts would have been more practical to avoid extra cables. Models like the 1050 Ti and 1650 come to mind. Note: This article might help. https://www.dell.com/community/Desktops-...-p/5158638

Using the GPU riser allows me to connect a separate power source, which is currently 500 watts.
