My FPS stays around 30-45 at "The Tower" and is pretty poor elsewhere too.
It's just bad in this game, I have no idea why.
CS:GO, Forza Horizon 4, OW, R6 seem to function fine?
Are there any solutions?
No overheating detected. I've noticed CPU and GPU usage changing a lot, as per the default AMD overlay.
Additional details:
Running on SSD
8GB DDR4 RAM
CPU not overclocked
GPU not overclocked (custom fan curve if that's relevant?)

Your equipment meets the basic standards, but that doesn't guarantee smooth performance at over 30fps. Typically, minimum specs mean around 30fps with low settings and maybe 720p. The results you're seeing are quite normal unless you significantly reduce the settings, which won't offer much improvement.

Yes, upgrading to a higher-end CPU seems like a logical next step.
