I tried to speed up my RX560 4gb sapphire card using MSI afterburner, which is what I'm familiar with. I'm having trouble installing wattman since the latest drivers aren't included, and I can't unlock the voltage slider. I also unlocked voltage control and monitoring, as well as set a fan curve. Am I missing something? Is this a locked card? Any advice would be really appreciated!

Also, did you obtain the AMD drivers from AMD directly? WattMan is included within the driver package (AMD Settings). It isn't a standalone application. I haven't encountered any references to it being absent or optional.

Near the unlock voltage control, there is a submenu with options like reference design, MSI, etc. Consider modifying it to check for improvements.

I attempted to use reference and third-party methods, but neither succeeded. I searched for wattman files and found only small files that weren’t the real program. Typically, how would you launch wattman? Via AMD settings?

Navigate to AMD settings, then select Global Settings. At the top, you'll find a "Global WattMan" option.
