There are three issues to address: 1) Make sure your GPU and CPU drivers are up to date. 2) Your CPU seems sluggish due to limited cores and low clock speed. 3) The RX460 is a budget, slow card—possibly you have a lower quality one.

Hi! I'm using the latest drivers, even though it might seem odd. It was a great harvest! I can't afford to upgrade my CPU right now—I might have gotten a faulty chip? Probably, the card was on Amazon for $80 and $20 MIR, so I ended up paying only $60 with free shipping. So far, I haven’t complained too much. It would have been nice if it performed like the reviewers did.

Benchmarks rely on high-end CPUs and components to test GPUs. It seems your CPU is the main limiting factor.
