You're seeing about 90 FPS with your current setup. That's great! With an RTX 3070, i7 10700K, and 16GB RAM, you're in a solid range. Running at lowest settings and using DLSS should help maintain performance. Let me know if you need tips for further optimization.
But thats all you can do. If you get 60fps even somewhat stable you are lucky. Rust is an unoptimized mess of a game and there is NOTHING you can do about it except have luck as sometimes it just hates you computer and will run like garbage when another exact clone of your system runs fine and no matter what you do the game will always run bad on your system.
