But thats all you can do. If you get 60fps even somewhat stable you are lucky. Rust is an unoptimized mess of a game and there is NOTHING you can do about it except have luck as sometimes it just hates you computer and will run like garbage when another exact clone of your system runs fine and no matter what you do the game will always run bad on your system.
