I recently purchased a custom PC from DinoPC, installed the pre-patch for Legion on World of Warcraft and quickly realized my graphics performance was poor in the garrison. I adjusted the settings to level 7 preset, which blends high and ultra options. While MMOs can strain CPUs, I expected better than this. I've updated the drivers via Nvidia Experience and fine-tuned the WoW configuration. Despite these changes, frames still stay around 30. Could anyone assist in diagnosing the issue? My hardware includes: AMD FX 8320 Black Edition, NVidia GeForce GTX 960, 4GB DDR3 RAM, 16GB, Corsair 650VS (650W), and a 1TB Seagate HDD.

Run an application similar to MSSI Afterburner to monitor GPU activity during games, and launch Task Manager to check disk, RAM, and CPU utilization.

Lower the adjustments. The graphics have improved noticeably, I use a custom profile around 7, but my system has 5930k RAM and a 980TI. I usually get about 85-99 FPS, though some raids drop to 15-30 when visual effects are active.
