I have an old Panasonic ToughBook. I managed to get an XP image from my Sony device. After trying a few boot options, I still can’t find the USB drivers. The system lacks a built-in keyboard, touchpad, and screen. I know XP support exists because I can boot it via Hiren Boot and it functions. However, I’m worried about losing settings and programs. How can I install drivers using Hiren Boot or another method?

Explore the BIOS settings for a "USB Legacy" configuration. This will display USB peripherals as PS/2 devices, ensuring broad compatibility. If successful, save the driver files using Hirens or a live Linux setup, then restart into XP and run them normally. Check Archive.org for a recovery disc image of your Toughbook model. Extract drivers to the hard drive’s %WINDIR%\System32\drivers directory and place the .inf files in %WINDIR%\inf; this may enable automatic installation on future boots.

I wasn't able to locate recovery files for the exact or similar model. The legacy mode was already activated.

Progress! I started from a mini XP version from Hiren. I copied the mini XP drivers to the standard one. The built-in keyboard and mouse are still not working, but the USB keyboard is functioning!
