I recently assembled a new setup with: i7 13700KF CPU cooler, Master Hyper 212 Halo CPU cooler, RX 6650 XT GPU, 32GB RAM (2x16GB dual channel), 2TB M.2 SSDs (2x1TB WD_BLACK), and a 1TB HDD (MSI PRO B760M-P DDR4). I haven’t done a full Windows reinstall yet and have just started using it. Would a clean Windows install fix the issues I’m experiencing in games like TESV: Skyrim, Resident Evil 4 Remake, Dead Space Remake?

Remove the existing hard drive and reinstall Windows. I wouldn’t ever use a boot disk for a major upgrade or rebuild.

And if you're relying on your HDD for booting and @Dedayog mentioned that, it's risky—consider switching to NVMe storage.

It's been a challenge trying to change the motherboard or platform without a full Windows reinstall. From what you've described, it doesn't usually succeed. If your data is on the NVMe drive, move it elsewhere (like an external SSD) and disconnect it if possible. Otherwise, format the NVMe drive, restore your files from backup (such as an HD drive), and reinstall everything. I've tried this myself once when I was short on time, but it often didn't work reliably. Even if it seemed to, there are likely hidden issues that won't be obvious right away. Checking the event viewer can help spot problems.
