you're referring to the latest part releases. five months ago the availability was limited to the third and ninth generation processors, 2xxx series cards, and 5xxx series cards. more of these should be on the market now. your understanding is correct—Linus's video mentioned using all new parts.
The idea of creating a new system with a budget last year doesn't align with using the same budget for building this year with current components. Unless you're launching new applications with significantly greater demands that require a more advanced setup, it wouldn't make sense to reuse the existing resources.
