Blue screen view provides the bccode, while Google might display a different code for the same hal.dll. Obtain your bccode from the dump rather than relying on Google. It's strange that the voltage is unusually high for a low speed, except possibly due to a lucky CPU selection. I've managed 4.2ghz at 1.2v, and 1.3v should yield around 4.5ghz. The 212+ and 1.35v hits at 80c also cause higher temperatures.
The suggested adjustments are to lower the vcore or increase it.
I believe you might have just received a faulty CPU and triggered your multi-wall. That's disappointing, even someone who isn't a tech expert could have reached that speed.
