Consider testing with a single 1080 resolution, turn off SLI, and observe performance improvements. Check if scaling issues persist. Also, revert drivers to see if that helps. Your signature update is welcome!

I tested it on a single GPU, while my card reaches its limits at 90-100%. Frames still aren’t improving, which feels like a scaling problem. Odd since I didn’t face this with my older 980s in SLI. P.S.: My signature has been updated now.

GTA V dislikes GPU overclocks completely. I’m not sure why, but it’s the only game that doesn’t hit its full core clock no matter what I do. It still kept running above 60fps, which is good. I feel a shiver whenever I think about how badly GTA IV was optimized, so I won’t complain. As mentioned before, you can update drivers, reinstall them fresh, or roll them back. *note: Ensure Page File is enabled; GTA V shows memory leaks and sometimes needed more virtual memory.*

Your GPU overclock seems odd, especially with your 300MHz setting fully utilized in GTA V. It only decreases marginally—about 10 to 20MHz—over time due to heat limits, which isn’t a major concern.

Reduce your GPU overclocks. I've faced a similar problem with my 2x980. After some time, a card would freeze at 540MHz and use little power, causing my FPS to drop significantly. Cutting the overclock by 10MHz seems to have fixed it.
