I achieve an average of 50 frames per second in CSGO with the lowest settings, utilizing the -d3d9x launch option and disabling cl_forcepreload (although I’ve been informed that this may actually degrade performance).

1.4 GHz Core i5 (I'm uncertain precisely which model it is)
Turbo boost reaching up to 2.7 GHz
500 GB 5400 rpm mechanical hard drive (Could this be contributing to my difficulty loading game caches quickly?)
4 GB of LPDDR3 memory at 1600 MHz
Intel HD Graphics 5000
My CSGO configuration includes:
640 x 480 resolution
All settings set to low

You have a clear understanding of how well the system performs and its visual quality when compared to Counter-Strike: Global Offensive, given your current hardware. I’m simply restating this – you won't achieve significant improvements, regardless of a complete system overhaul. It would be more effective to utilize the Mac Mini for different purposes, rather than attempting to use it for gaming.
