but each time i look at the resource manager in task manager, it shows 3-15 percent usage

CAM performs poorly when tracking CPU usage. After setup, it claimed a program was consuming excessive CPU resources. Was it the software itself? Check the Control Panel, Programs & Features, then NZXT CAM, and uninstall if needed.

It's actually pretty much a heavy CPU user, with some users experiencing lag spikes due to CAM.

Just ignore what it says and keep it off if you can. Running it quietly won’t help your computer speed.
