Could this game, *Binary Domain* (2012), operate smoothly at 30 frames per second using the lowest graphics settings and a resolution of 800 by 600 on these specifications?

Windows 7 Ultimate
Processor: AMD E-350D APU with Radeon HD Graphics at 1.60 GHz
RAM: 4 GB of Samsung DDR memory (3.61 usable)
Graphics card: AMD Radeon HD 6310
64-bit System
Power Supply: Pentium 4 ATX2.03
Motherboard: A68I-350 Deluxe R2.0 motherboard

I've been told that it was designed to perform well on less powerful hardware, so is this accurate?
